A system dynamic model for examining smelter development policy in Situbondo, Indonesia

Abstract

In several countries, the waste of the nickel smelter cause adverse effects on the environment, which of these waste largely toxicity. With the plan of smelter development near the national park of Baluran in district of Situbondo, Indonesia, the surrounding area now will face a number of environmental problems. This paper presents the system dynamics model of smelter development plan in order to support public decision making. The model seeks answers to strategic questions related to the impact of smelter activity on fish production and agriculture (crop) and economy community. The model will be used for simulation of different policy scenarios for next 10-30 year. Using the model, 3 policy scenarios were performed, optimist scenario (there is green smelter), existing scenario (condition without smelter) and pessimist scenario (there is non-green smelter). The results indicate that the construction of a nickel smelter near Baluran park can disturb the ecosystem, both agriculture and fisheries in district of Situbondo.
