Aligning Jakarta Zoning Plan for Coastal Areas and Small Islands (RZWP3K) into the SDGs

Abstract

Coastal areas in Indonesia hold up to 65% inhabitants that leads to pressures received by coastal areas caused by anthropogenic activities. Jakarta is an example that can represent degradation issues in the coastal areas, ranged from environmental, social, and economic issues. Coastal and marine areas cannot be separated from land-sea interactions and for this reason, spatial planning through zoning plan for coastal areas and small islands (RZWP3K) could be a key element in playing a significant role in sustaining integrated management of human activities and environmental preservation and protection on land and at sea. RZWP3K has indirectly implemented the sustainable development concept that consider the elements of environment, social, and economy. Nonetheless, to what extent the RZWP3K has considered the Sustainable Development Goals (SDGs) elements is captivatingly to be investigated. The aim of this paper is to further explore the alignment of Jakarta RZWP3K in achieving SDGs. The alignment assessment adapts the Rapid Integrated Assessment (RIA) framework by determining the relevancy and specificity towards SDGs. Findings indicate that Jakarta RZWP3K 2021-2040 largely aligns with the SDG 14 “life below water” and SDG 15 “life on land”, while it also shows partial alignment with the SDG 1 “no poverty” and goal 8 “decent work and economic growth” especially at the national and sub national SDGs framework. By integrating SDGs, this study evaluates the potential for optimization in the Jakarta coastal areas and small islands towards sustainable development.
