Analysis of the Inclusiveness of the MaaS-based Public Transport System in Surabaya City, Indonesia

Abstract

Surabaya City Government provides various forms of public transportation integrated into the GOBIS (Golek Bis) application, which adopts the concept of Mobility as a Service (MaaS). However, the use of GOBIS cannot be felt by all individuals, especially older people and lower middle-class individuals who find it unfamiliar and difficult to access. People with visual disabilities are also unable to access the mode tracking feature because it is not readable by screen reader applications. In addition, there are also physical facilities that are less accessible to older people and people with disabilities, which hinders them from using public transportation services This study evaluates the inclusiveness of public transportation based on Mobility as a Service (MaaS) index in Surabaya for vulnerable groups. The analysis method used was Delphi analysis to determine critical indicators for MaaS inclusion index. Then, followed by distributing questionnaires to 107 respondents and distributing Analytical Hierarchy Process (AHP) questionnaires to selected stakeholders. The results show that the inclusiveness index of public transportation based on MaaS for vulnerable groups in Surabaya is 57%. Therefore, to optimize this level, evaluation is required in terms of physical service accessibility. platform accessibility, data accessibility, and awareness.
