Analyzing critical success factors of public-private partnership in waste management systems: a case study from Indonesia

Abstract

Indonesia is at a critical crossroads in its waste management sector, facing increasing challenges due to rapid population growth and ongoing economic development in the field of construction sector, both of which are putting immense pressure on the existing infrastructure. This research presents a case study analyzing Critical Success Factors (CSFs) in PPP waste management within the Indonesian context, with a particular emphasis on measuring the importance and evaluating the government’s performance. Through a questionnaire survey targeting governmental stakeholders involved in projects, 33 distinct CSFs, identified through a literature review and categorized by PPP system development lifecycle stages, were assessed using Importance-Performance Analysis (IPA). The findings reveal a notable gap between the perceived high importance of factors such as robust policy and regulatory frameworks, transparent governance, and equitable risk allocation, and their actual realized performance. This study’s key contribution lies in providing empirically driven insights into the specific performance deficiencies of critical success factors within PPPs waste sector.
