Abstract

The provision of adequate basic infrastructure is essential for improving community well-being, especially in fishing settlement areas. Banjarkemuning is a coastal village in Sidoarjo Regency, where the majority of its residents work as fishermen. Like most fishing settlements in Indonesia, most settlements are poorer areas with infrastructure issues, including inadequate household waste management due to a non-operational Temporary Waste Disposal Site (TPSS), unprocessed shell waste, limited access to clean water and poor performance of drainage systems. This research identifies priority programs for community-based infrastructure provision through Participatory Mapping and Participatory Planning. With the help of 96 volunteers conducting surveys, validation, community interview and 53 local respondents participating in Focus Group Discussions (FGDs), the data was analyzed using the Likert scale method to determine priority programs. Key findings include Maintenance and repair of existing drainage systems, provision of tools to support clean water distribution, reactivating the temporary waste disposal site, designating a specific location for shell waste processing, provision of fire mitigation tools, and repairing floodgates and raising embankments in primary drainage channels is also identified as a critical priority.
