Abstract

This paper presents the first application of Dynamic Economic Dispatch (DED) using Mixed Integer Linear Programming (MILP) to the North Sulawesi and Gorontalo Electricity System in Indonesia, incorporating operational constraints of limited water inflow for the cascaded hydropower plants and Take or Pay (TOP) contracts for the fuels of gas-fired and geothermal power plants. In addition, this power system also consists of coal-fired, diesel, and solar power plants. The DED using MILP aims to limit increases in the Cost of Energy (CoE) and to reduce the output fluctuations of the cascaded hydropower plants. Based on the base case, this system produces a CoE of 43.35 $/MWh with a fluctuation of 23.98%. By simulating DED using MILP across several scenarios, the CoE increase can be limited to only 1.5%, while the fluctuation can be reduced by 10.07%, highlighting the practical trade-off between economic efficiency and operational reliability in real-world system planning.
