N2 - The electrification ratio is typically used to measure electricity availability. However, it cannot accurately capture the quality of electricity that people received. Addressing this issue, a new innovation called Night Time Light Visible Infrared Imaging Radiometer Suite (NTL-VIIRS) data has been developed. This data uses night light satellites on the Earth's surface to calculate electricity availability with greater accuracy. The NTL-VIIRS data facilitates the calculation of regional characteristics within an economic and developmental context, while accounting for variations in electricity access across different regions. This research conducted in Poisson point process and comparing between all districts within each individual city, and modeling for all units within a province. The best model came from modeling on each individual city with the lowest Akaike Information Criterion (AIC) is -9.40 105 and the intensity of electricity availability depend on the city characteristics such as the number of households, trading facilities, base transceiver station towers, and population density.
