N2 - This research conducted an investigation into existing collaboration and engagement models on a global scale, with a specific focus on supporting collaboration among government, academic institution and IT start-ups. Authors employed an iterative literature search methodology within an agile framework, centering on three main areas of study: Government Collaboration with Startups, Collaboration or Engagement Models, and Key Success Factors in Collaboration. In total, 50 articles from both academic and industry sources were initially reviewed, leading to the identification of 14 relevant resources. Interestingly, the resulting categorization using taxonomy approach revealed five distinct collaboration models: Government-based collaboration, bricolage-based resource co-management, a model of Collaboration Enterprise Network, Academic/University-based collaboration, and Community-powered & entrepreneurial co-creation. After that, authors were able to define engagement models which consists of Values and Principles, Actors and Major Steps to create value co-creation.
