Abstract

The domestic RoRo Ferry service has been acknowledged for successfully transporting passengers, vehicles, and cargo while maintaining supply chain activity nationwide. However, the casualty records involving such modes raise the central question of how the transport safety model is developed and provided to the public. This paper explores the general risk governance concept for domestic RoRo ferry service and highlights its functions related to risk within the Governance. The evaluation model adopts a Bayesian approach supported by FRAM modelling in order to determine critical tasks in the risk governance within domestic RoRo ferry service. This study uses data from Indonesia’s domestic RoRo ferry service from 2007 to 2023 as a case study. The evaluation model has identified critical functions related to high-risk occurrence probability. The ship owner, the deck department, the classification society, and the regulator all contribute to the condition. Based on the data evaluation and presented in the form of CPT, this paper proposes critical recommendations to reduce the probability of occurrence risk levels by aiming at the identified critical function.
