Implementation of Value-based Decision on the Selection of Electrical System in a Superblock Property

Abstract

A superblock area certainly has a high complexity in the development process and later when it is operational, so it requires the right design initially. Ciwo Phase 3, especially on the electrical system, required selecting an appropriate design. In determining the design that will be used, there are several considerations, such as whether the decision is an alternative with the highest value and is acceptable to all stakeholders. The considerations in determining the design of this project are the initial cost, life cycle cost, recovery system, resistance to interference from outside, ease in maintenance, competitive price per kWh, availability of fuel sources, and energy saving during building operations. Based on the attributes, the methodology to select the best design for the electrical system in Ciwo Phase 3 is value-based, where the function and costs of each alternative will be compared. The Analytical Hierarchy Process (AHP) based satisficing option is applied. With the background and experience different for each stakeholder, an aggregation approach was used to decide based on the group. The results of these calculations will produce value-based decisions to determine the electrical system design alternatives at the Ciwo Phase 3. In this case, the option with the highest value can provide the highest satisfaction rates as increased functionality and low-cost.
