N2 - Indonesia's public sector is increasingly embracing open data, promoting transparency, and promoting government engagement. However, ensuring the quality of the data shared on Open Data portals remains a significant challenge. It is not only expensive to access low-quality data, but also hinders its interpretation and usability. In this context, our research focuses on assessing and ranking the quality of Indonesian local government Open Data portals based on the CKAN platform. We introduce a novel metric, the Open Data Portal Quality (ODPQ) framework, to evaluate data portal quality comprehensively. Using Analytic Hierarchy Process (AHP), enabling decisionmakers to make informed choices for further Open Data initiatives. The goal of this research is to develop a metric that can be used to facilitate the assessment and ranking of Open Data portals. Our main contributions in this study are as follows, first, build a metric to assess the quality of the Indonesian local Open Government data portal and to rank and compare them with Analytic Hierarchy Process (AHP). Second, we applied the metric to the Indonesian local Open Government data portal that used CKAN and DCAT. Our study contributes to the advancement of Open Government in Indonesia, in line with its principles of informing, involving, and participating.
