N2 - The growth of a major city will always be followed by the number of populations and vehicles every year. Surabaya, as one of the major cities in Indonesia, needs to avoid the congestion problem. One of solution for government is to accelerate the construction of the MRT project. The plan of Mass Rapid Transport (MRT) which will be present in the form of a monorail and tram. The MRT will connect the East and West Corridor of Surabaya by using the monorail. Meanwhile, the North and South Corridor from Joyoboyo to Jembatan Merah will be connected by using tram. This transportation will be integrated with another two modes of transportation, called as feeder and trunk. Based on the MRT development the plan of facilities and infrastructure development that already exists at this time. It still needs a management system planning based on Information and Communication Technology (ICT). This system requires wireless access and mobile operator to send the data. The evaluations of mobile networks are done on three different operator, which are operators A, B, and C, to find out which one has the best result. From these evaluations, operator B show the best result compared with the other two. For implementation purpose, it is highly recommended that this network system has another alternate network to back up the current network. The alternate network can use such as internet dedicated network to keep the data to reach the server.
