Abstract

Funding Policy from Indonesian Health Insurance for Clinics and Hospitals: inequality in financing makes it difficult for clinics to develop, and the burden on hospitals becomes increasingly heavy. This research aims to analyze what priorities should be taken for clinical development. The method used to obtain priorities was carried out using the Analytic Network Process using nine respondents who had connections and interest in managing Indonesian health insurance. The results of research using the Analytic Network Process (ANP) show that in developing clinics, what is needed is a clinic that meets the requirements for an accredited clinic, compared to the capitation number of participants per clinic, which is ten thousand participants per clinic. The development of a clinic requires qualified human resources, followed by infrastructure and SOPs. Then clinics that do not meet accreditation requirements and are not closed must continue to be developed. The results of this research have also been tested for rater agreement with a figure of 65%, which means that respondents have an agreement regarding clinical development.
