Abstract

Ship accident data are critical for determining the magnitude of the ship accident rate and the hazard factors, the cause of the shipwreck. With the integration of data using a web-based system, it has been hoped that it could help several related parties collect ship accident data and perform data processing to produce control recommendations from a hazard and the cause of the ship accident. Data processing in this study uses the HIRARC method, which involves several stages, such as hazard identification, risk assessment, and risk control. Hazard identification determines the hazard factors and the causes of ship accidents. After identifying the hazard and cause factors, the researcher will evaluate the effects and the causes, such as humans. After determining the hazard, it will be entered into a risk assessment to estimate each hazard's frequency, severity and causes. When the risk level of a hazard and its highest cause are known, recommendations are given to reduce the level of danger and its causes. These recommendations can be used by competent authorities to identify and take steps to minimise cases of ship accidents. This study has concluded that the percentage of ship accident cases in 2018 was 30%, 2019 was 29%, and 2020 was 41%. This is where every year there is a percentage of danger, such as in 2020, the threat of ships sinking is 25%, ships running aground 19%, ships burn 10%. So on, and every year, the highest three risk level indexes, as in 2020, are obtained. There are two most increased hazards with three different causes, namely ship sinking and collision while sailing. The cause is bad weather due to waves and strong winds, hull leaks, and collisions between ships with an effect on the ship, namely, the ship sinks completely and takes lives with a catastrophic severity index for both hazards and the three causes. Each one is recommended for follow-up.
