N2 - Adopting an Electronic Based Government System (SPBE) is crucial for all government agencies, including healthcare facilities that provide services to the public. Further details on plans for digital health transformation and the creation of an electronic-based government system in the health sector are provided in the Decree of the Minister of Health of the Republic of Indonesia, number HK.01.07/MENKES/1559/2022. Before SPBE is implemented at XYZ Hospital Regional, it is crucial to evaluate the current state of affairs and identify any necessary changes. This study will analyze and identify stakeholder perspectives of the various components of the Electronic Based Government System (SPBE) architecture in order to compare them with the maturity level of SPBE governance at XYZ Hospital. The study sample comprised 85 participants who represented several stakeholder perspectives, such as hospital administration, management, and medical and non-medical workers. We anticipate that by comprehending the viewpoints of the stakeholders and the existing state of IT governance, we will be able to get a fundamental grasp of how to modify IT governance to meet the demands of XYZ Hospital. The evaluation's findings demonstrate how inadequate the current Electronic-Based Government System is. According to stakeholder perception scores regarding the architectural components of the Electronic Based Government System (SPBE), which yield an average score of 2,1, the assessment results demonstrate that the current Electronic-Based Government System is not ideal. The achievement index is at a sufficient level with this score. Stakeholder perspective results indicate that infrastructure architecture is the most critical component that needs to be addressed out of all the other factors.
