Abstract

This study examines the implementation of Indonesia's Balanced Housing Policy (BHP) in Jakarta, aimed at integrating low-income communities into commercial apartment developments. Despite institutional support, challenges like high land costs, insufficient government incentives, and weak law enforcement hinder progress, perpetuating residential segregation. Using stakeholder analysis, descriptive statistics, and the Delphi methodology, this research identifies key stakeholders and factors affecting BHP success. The findings propose 17 consensus-based strategies, emphasizing the need for collaborative efforts to overcome implementation barriers. This study contributes actionable strategies for improving social mix objectives in Jakarta's housing policy.
