The concept analysis of the closure of adjacent level crossing in Indonesia

Abstract

There are three types of Level Crossing, including gated gateless and unregistered. Currently, in Indonesia there are many Level Crossings found. Government of Indonesia trying to reduce the number of Level Crossing by closing unnecessary one. However, since currently there is no technical guideline regarding the analysis of closure adjacent Level Crossing, this paper proposes the justification method to quantitatively calculate the impact (benefit and disbenefit) of the closure of the adjacent Level Crossing so that it can be used to evaluate the existence of Level Crossing. The proposed method is by adopting the existed "before and after"analysis in road analysis resumed from several references including textbook, manual, guidelines, and papers. The variable that needs to be considered including vehicle operating ratio, time value and accident cost known as generalized cost. The result is that the impact of closure of unnecessary Level Crossing can be quantified by subtraction the generalized cost of existed condition to planned condition.
